With reference to your letter No.447/08/Ex. of 22nd June, 1903, I am directed by His Excellency the General Officer Commanding to inform you that the approximate estimate of cost of new rifle range, with accessories, is $25,000. Enclosing the same with a barbed wire fence will cost $2,500 in addition.
2. As regards the question of construction, His Excellency the General Officer Commanding would much prefer that it should be undertaken by the Colonial Authorities, who have greater control over Chinese Contractors, and power to enforce work being completed to contract date.
3. The Military Authorities have recently had considerable difficulties with their contractors, and if the work has to be carried out by them it is probable that completion may be long delayed.
